this is to prevent us needing to write 438092480324932 releasesRows in 3492420942 releases templates.
Things to note
- I'm passing in both "PC" and "pc" because there's no clean way to convert to lower/upper case (*cough*)
- this should create a consistent order for each country - we need to decide what the official order should be (I've vaguely been doing US, JP, EU, Western Europe, Australia, Brazil, Eastern Europe, Asia, everwhere else - it's not very sensible)
- more thought is needed for multi-language Dreamcast releases and the like
