Minoru Kanari (金成 実) is a Sega staff member who has worked on a number of titles. An 1992 interview with said person can be found here.
Kanari was head of a 16-bit consumer software development team at Sega during the early 1990s, so likely oversaw a number of projects without receiving an in-game credit.
