Fukumoto is linked to 7LY Big King on MobyGames. I don't know if there's a source for it, but I know that in Legend of Joe Musashi: Shinobi Music Collection, Ryo Kudou says that senior artist F本 (F-moto) handled background art, which does fit 7LY Big King. I messaged him about that on Facebook a while but he didn't respond.
However, Fukumoto graduated university in 1985, and since a lot of developers get employed the same year they graduate, there's a couple 80's aliases that might be Fukumoto.
