The NTSC-U prototype of F1: World Championship Edition is a build of an unreleased North American localisation of the game.
While the final version of F1: World Championship Edition is not region locked (and is indeed seems to work on an NTSC-U system (at the correct speed) without issue), this ROM explicitly identifies itself as a NTSC-U game, and has a number of minor changes for the North American maket, namely replacing Acclaim Entertainment logos with Time Warner Interactive.
This localisation prototype appears to have been built from an earlier version of the game, as there are also slight differences to the final PAL release.
