The Time Warner 32X CMD Download Cartridge is a Sega 32X development tool created by Time Warner Interactive to transfer programs from a computer to a flash cart.[1] Outside of its use in game production, it features no gameplay or interactivity, and only displays a static screen unless connected to its expected development kit.
