Kagasei Shimomura (下村 一誠) is a producer within Sega. He joined in 1992 and was assigned to the Overseas Business Dept., transferring to the Consumer Business Dept. shortly before the launch of he Dreamcast[1]. He was therefore responsible for assisting third-party developers of late era Saturn games and Dreamcast games[1]. He was then transferred to the Marketing Dept., becoming the marketing director for Sakura Taisen: Atsuki Chishio Ni and then producer of Culdcept Second Expansion[1].

Shimomura became involved with marketing the Sega Ages 2500 series since its inception, and then was the consistent series producer starting with Sega Ages 2500 Series Vol. 18: Dragon Force. Since then he has continued to produce M2-developed retro series, as well as produce games for second-parties, usually PlatinumGames. Since at least 2019 he has also provided project management/development support for various titles.
