The Mega Dome is a third-party Sega Mega Drive control pad created by Euromax Electronics (and sold under the Phase 9 brand). It is a simple three button controller with basic turbo features.
The details around the Mega Dome's development are unknown, however the shell and basic design was recycled (and upgraded) for the Turbo II Joypad by Dragon.
