Polysys
Polysys is the engine, a combination of 3D course (land, sand, water) and 2D sprites (trees, people, etc) and was used in T&E SOFT golf games from PC-98 through to PSX/Saturn/3DO. It wasn't used in their early games (MSX-era) or their final games (PS2).
It's not the name of a developer.
