PCXpal is a Windows-based palette conversion tool written by Hivebrain in Delphi. The current version is 4.0. Previous versions were DOS-based.
It can import palettes from BMP files, PCX files, savestates, Jasc palettes and Tile Layer Pro palettes. The colours are then displayed in a menu, and the user can choose which palette lines to export into Jasc, Tile Layer Pro or raw Mega Drive palettes.
PCXpal has a bug in which the menu is partially hidden when viewed with the Windows Vista "Aero" theme.
