Haga, or Haggar, is one of the few known recurring members of Team Shinobi. They may be programmer Norio Haga, but the only evidence is that they have the same surname.
In 2 of their games, Alien Syndrome and Altered Beast, the first boss is named Hugger, and is a sludge monster with a humanoid upper body that shoots projectiles. As all of Alien Syndrome's bosses are named after developers, these bosses are likely both referencing Haga.
