The "NewRom" site at http://rufiles.narod.ru/page1.htm had an alternate dump of this ROM (which, curiously, they appear to have since removed the link to) with the following strings in the header:

Turns out the file is still there on the NewRom server-- hint: the file is named "Harry_Potter.7z", and the URL fits the pattern of all the other ROMs. :) --Codeman38 10:41, 22 August 2011 (CDT)
