Prior to release, in theory, video games usually have to meet a set of standards put forward by the platform holder. If games did not meet the required standards, they would not be allowed to ship, so it was in developers' best interests to meet as many required compliance items as possible.
In practice, not all games pass every compliance item, but were sold anyway. These pages detail how close (or how far off) games were to meeting these standards.
