It's unusual as they only give the month, every other SMS date (from this issue and others) is to the exact day, and agree with Sega's. This game actually uses the SG-1000 graphics mode, so probably started off as a SG-1000 game. Maybe  the date given by Sega was the planned date for when it was still a SG-1000 game? Release date

Sega gives a date of 85.12.22 for F-16 Fighter Japanese release;

However, the back of the box says "REPROGRAMMED GAME © SEGA 1986". In addition Sega Saturn Magazine (which originated as Beep) gave a date of 86.03;
