The disc was offered as a free upgrade, in which owners of Dream Passport could exchange their disc for Dram Passport 2 from a local retailer between the 5th and 31st August, 1999[3]. After that date, the only way to obtain a copy was to purchase one for ¥900 from Dreamcast Direct[3].
