Level select
On the main menu, set "Test FX" to 2 and "Test Tune" to 5. This will let you change the bottom "Start Level" value.
Game Gear version

On the main menu, set "Test FX" to C and "Test Tune" to 6. This will let you change the bottom "Start Level" value.
