Mega Drive version
Round select
On the Sega logo, press HOLD 
+
START on controller two. This should bring up the title screen. If player 1 presses START and tries to play a 1P game as normal, they will be met with a round select screen.
Master System version
Round select
On the title screen, press 
. Start the game, and when the round number is displayed press and to choose a level to start at. The level can even be changed after dying or using a continue.
