On the Options screen, set the game type to "Driving Only." Hold

on each of the following items: 1, 2, 3, 4, 5, 6, 7, 6, 5, 4, 3, 2, 1. A beep sounds if done correctly.
After starting the game, skip a stage at any point by pausing with START and pressing 
.
