The game is a rail shooter played over a full-motion video backdrop. The player's helicopter flies itself through numerous missions, with the player controlling a targeting cursor with the D-Pad. Belligerents are highlighted in yellow rectangles. The helicopter can fire its twin Vulcan guns with or its missiles with . Both weapons have unlimited ammunition and can be fired simultaneously. The Vulcan guns shoot faster and can be fired continuously by holding the button down, but they overheat rapidly when used. The player is also cued, via an arrow in the cockpit and a voice cue, to hold the D-Pad in a direction to steer the helicopter. If the player fails to shoot down an enemy or move the helicopter in time, a short animated sequence depicts the Cobra helicopter being destroyed and the player loses a life.
There are four selectable difficulty levels (Easy, Normal, Hard, and Excellent), with higher difficulty levels demanding quicker response times. On Excellent difficulty, enemies are not highlighted by rectangles and arrows do not appear in the cockpit to indicate the direction that the player must move in. The player can also set the starting lives (3, 5, or 7) in the options prior to starting the game. The game awards an extra life at 20,000 points.

Road Blaster
The player controls a car that drives through each stage automatically. At certain points, an arrow appears on the screen to prompt the player to turn the car by holding or in order to avoid a hazard. Icons in the dashboard occasionally instruct the player to brake the car with or activate its turbocharger with . The car must sometimes ram another vehicle in front of it by moving a crosshair across the screen with or , which targets the vehicle, while engaging the turbo. If the player fails to perform an action when cued, the car crashes and the player loses a life. Each action is also accompanied by an auditory cue.
