It is an update to Derby Owners Club 2000, modified to appeal to the western market. For instance, the Yushun Himba and Tokyo Yushun are renamed the American Oaks and American Derby respectively. A further update was released as Derby Owners Club World Edition EX, which added more horses and fixed some bugs.
