Future City is a tech demo created by Sega Europe to both familiarise itself with the then-upcoming Sega Dreamcast hardware, and to help assist European developers by acting as an example Dreamcast game.

It was built with "set 2 development kits" which were thought to have only 25% of the performance of the finished hardware, and was not released to the public in any form, nor was it ever intended to become a fully fledged Dreamcast release.
