"Where was PAB developed?

I was doing planning from the time I was in America, and production took place in both China and Japan. Starting in 1995, I was developing [ Die Hard Arcade/Dynamite Cop] and Alien Front at [ Sega of America/Sega Technical Institute]. When Alien Front was finished, I thought I could proceed with developing PAB with that team. However, I realized to complete this project, it would require an enormous amount of both time and staff. As it were, we couldn't continue.
When I was searching for away around that problem, I heard that I had a chance to go make a development house in China. I replied to my superior, "If I'm told to go, I will go." To which he replied, "If that's the case, then go!" (laughs). It was then decided that [Project Altered Beast Director] [Shinichiro Okumoto], a programmer, a designer, and myself would go to China.
In 2002, we established Sega Shanghai, and continued development of Juu-Ohki Project Altered Beast with the Japanese side [WOW/Overworks], but there were still many hurdles (laughs)."
