Tetsuya Nakamura (中村 哲也) is a former artist at Sega of Japan. Based on his known work on Sylvan Tale[1], he seems to have used the alias Tetsu. Sometimes worked with Kenji Tamura, including Heartbeat Scramble after leaving Sega. He later drew manga for RPG Magazine[2].
