::Exceedingly late reply - two and a half years later and there's still no proper evidence of FIFA 95 on the Game Gear existing. No ROM dump, no scans, not even any photos on eBay and I guess more strikingly:

:::Yeah, this was released as "FIFA International Soccer" a few weeks (edit: maybe even simultaneously, Sega Pro give a Nov '94 date) after MD "FIFA Soccer 95". Also see GG "NHL Hockey" which is based off of MD "NHL 95". Presumably by not including a year on the first release the game would not end up appearing dated if they decided not to release any of the future games on the platform.
