It is unknown exactly how complete the prototype version of the game is. All the stages and modes appear to be in working order, but the prototype informs the user that it was "meant for demonstration purposes only" which suggests more work was intended before home release.

Wacky Races for the Sega Mega Drive is an unreleased racing game developed by Eden Entertainment Software and is based on the TV franchise. Though never released onto store shelves, a prototype of the game has since emerged on the internet.

As far as I was concerned, the game was 100% complete, although it might have a few bugs remaining as it never got passed on to SEGA for approval. As far as I understand it, Virgin Games, who were the publishers, discovered they didn't actually have the rights to the Wacky Races license after all, so the game was canned. They didn't figure this out until after the game was complete!
