On the world map screen, press ^[1]. A jingle will confirm correct entry and enable cheat mode.

On the world map screen, hold START and use the D-Pad to move Mr. Nutz freely around the map, and release START to place him.
On the action levels, press START to pause the game and then press to refill your energy, to enable a shield and to go back to the world map screen (as cheat mode disables the regular "Continue / Quit" choices while pausing).
