Kazuyuki Otsuki (大築 一行) is a former United Game Artists programmer who left with many of its employees to work at Q Entertainment. Before working at UGA, he worked on website art for Sony Music Entertainment. He joined UGA because of his love of Sega Rally Championship, which was created by its president Tetsuya Mizuguchi.[1]
