In any game, completing the single-player mode unlocks the "Sound Remix" setting in the options menu for that game. This setting switches between the original FM synthesized soundtrack and an arranged soundtrack (which is the same soundtrack that was originally included in the FM Towns port of Super Street Fighter II and the 3DO version of Super Street Fighter II X).
