What would be the logic behind basing this on the PlayStation version yet nerfing its features compared to that? Sega Saturn version is based on the DOS version instead.

Mortal Kombat was as controversial in Spain as it was pretty much everywhere back then, but it was never skipped or banned from sale because of that (I can definitely confirm seeing the game widely in stores and even owning it). Being an American magazine the source and back in those days were info from other countries was sketchy to get, I'm pretty sure they didn't get their facts right or maybe mistook Spain with another country suffering that situation (probably Germany).
