In this Portuguese Clube Sega catalogue from June 1993 (last page) it says the following:

"Muda as cores dos Ninja Turtles para o estilo "desenhos animados" ou "banda desenhada"" (Change the colours (art) of the Ninja Turtles to "cartoon" or "comic book" style)
