Arcade mode
While the Sega logo is playing, press HOLD 
+
START on Control Pad 2. The announcer will say "Get ready!" to confirm correct entry.
Diagnostic mode
Enable Arcade mode above, then HOLD +
+ START on Control Pad 1.
