Toyonaka Ozaki

Chameleon Aki is probably Toyonaka Ozaki, since they worked on Borgman and both names end in Aki. Ys did come out before Borgman by almost 2 months, but it's very possible they were assigned to Borgman before Ys. Also, the person in they nominate in Mega Drive Fan to write the following relay essay is Izuho Numata, who worked on Ys.

I doubt Toyonaka Ozaki is their real name in this era of aliases. The names in Super Hang-On which match developers' real names doesn't include a TOY OZA, but there's a KUM MAE that whould match the Cham/Kam part of Chameleon Aki/Kamereon Aki, and there's a MAE in the high score ranking of the arcade Clutch Hitter. If you check my page and the Alias Speculation as of new writing date, you'll see I've instead got Endo Aki down as possibly being Chameleon Aki. MVX 203 makes much more sense to me as being Ozaki, since I now know Chameleon Aki worked on Tensai Bakabon a decent bit before Borgman. Plus it's a name that only ever appeared once.
