Mikio Inoue (井上 幹雄) is a programmer at Sega of Japan. His earliest known work is Derby Owners Club Online, and from 2008 and 2009, has patents related to the StarHorse franchise[1][2]. Later he would be a prominent programmer behind The World of Three Kingdoms.
