Photo CD Operating System, known as the Photo CD Operator (セガサターン フォトCDオペレーター) in Japan, is a special piece of Sega Saturn software allowing the user to run Photo CD discs on the console.
Later revisions of the Video CD Card negate the need for this software by giving the Saturn native Photo CD support.

Functions
The disc contains a number of sample images. In Japan, this is limited to five pre-rendered images of Clockwork Knight, while in PAL regions, there are also images relating to Bug!, Daytona USA, Panzer Dragoon and PAL Sega Saturn packaging.
Photo CD games
The Photo CD Operating System allows for playback of all Photo CD-encoded discs. While releases for the format generally consisted of multimedia presentations and basic combinations of video and audio, it also granted enough interactivity to allow video games to be created specifically for Photo CD. A number of these games prominently advertised functionality with the Photo CD Operating System as a novel means of expanding the system's already-considerable software library.
