The most striking difference in Streets of Rage 3 is that the palettes for Axel, Blaze and Skate/Sammy are different. In Japan, their attire is similar to Streets of Rage and Streets of Rage 2, while elsewhere they wear clothes similar to what was shown in the first Streets of Rage cover art.
The Japanese version of the game also sees characters measured in metric, while the overseas uses imperial measurements. The star system for describing abilities is replaced with yellow blocks in Streets of Rage 3.

Consequentially, Ash was also dummied out as a playable character, but while the miniboss coding was removed the playable coding is still intact and can be re-enabled with a Game Genie.
