Tweaker
On the options screen, set "Tweaker" to "on" and press HOLD 
START + MODE with a Six Button Control Pad. This will present a menu with the option to change various global variables in the game.
Note that emulators such as Kega Fusion incorrectly(?) enable the two options below as well.
Operational Control
On the title screen, press 
MODE 
(ZADDAMZ BAZAAR) to be taken to a password screen. Enter TOTALCONTROL, press START to exit and return to the Tweaker menu above. This menu gives you more control over the game.
Scene Selection
On the title screen, press MODE (ZADDAMZ BAZAAR) to be taken to a password screen. Enter THELASTLAUGH, press START to exit and return to the Tweaker menu above. This menu gives you more control over the game.
