At the title screen, press R, Y, L, X, A, B, R during the "Press Start Button" sequence. The title will change from red to blue to confirm the cheat input and enable URA mode. During the game, press Down, Up, Down, Up + A (or the appropriate attack button) to perform a powered-up deathblow attack with any of the player characters except for Zhang Fei/Chō-Hi, whose powered up deathblow attack is performed getting close to an enemy and pressing forward (Right or Left), back (Left or Right), Down, Up + A (or the appropriate attack button).
