Even though development teams didn't necessarily work on Sega versions of a games, I think it's still important to credit them as developers, as they "developed" something that formed a foundation for the Sega port.

With publishers, those not directly involved in a port are probably more likely to be considered "licensors". You don't usually license a specific verison of a game though - just the IP, so no format icons needed.
This would neatly show the relationship between all the different companies involved, and the porting history without needing any more than two bob fields. The problem(?) is that it takes up a lot of space.
This way the licensor= field can be reserved for things like FIFA or Formula One - non-game properties.
