Kouichi Toya

Kouichi Toya is a programmer originally employed within the AM3 department that later transferred to Sonic Team, where he became involved with the Sonic and Phantasy Star series. His roles range from vehicles to characters to sounds to networks.
He is perhaps most notable for being the original Chao programmer.
