Kenichi Hokari (穂苅 健一) is a chief developer and programmer at Sega of Japan. He lists on Facebook that he started working for Sega Enterprises (using Sega's former name) on November 15, 2020[1]. Due to his age and known 90's works with Sega AM3, this date may be incorrect. He left Sega sometime after the release of Baku Baku Animal, programming QuoVadis 2: Wakusei Kyoushuu Ovan Rei for Glams.
