History
Development
The game began development after surfing became more well-known in Japan, with several celebrity actors like Takuya Kimura and Kenji Sakaguchi being known to also surf. Sega Rosso director Takashi Hiraro, who himself surfed, noted that there were no arcade surfing games, so developed the game to capitalize on a niche but growing market. Since a lot of the development team didn't have a basic understand of the sport, they took a research trip to Hawaii, where they learned to surf and spectated the annual Billabong Pipeline Masters tournament[5].
