Kouichi Toya (戸谷 弘一), also known as motekin,[3] is a former programmer at Sega, where he most notably became involved with the Sonic and Phantasy Star series. His roles range from vehicles to characters to sounds to networks.
He is perhaps most notable for being the original Chao programmer.
