Each level contains a fight with the Hulk's nemesis Abomination and ends with a fight against another villain. The end level boss fights are timed; the Hulk loses a life if time runs out, but the player can collect Time Coins over the course of the level to increase the time provided.

He constructs a fortress base in a savage forest, manufactures a vast battalion of robots to march against the nations, and genetically engineers mutants to patrol and protect his fortress. Taking the Hulk's brute strength into account, he enlists the aid of several of the Hulk's arch-rivals.

Gameplay

The Incredible Hulk is a side-scrolling action game with platforming and beat-'em-up elements. The player controls the Hulk, who is tasked with searching for the Leader while defeating his troops. Levels contain hidden rooms and branching paths and sometimes require finding and hitting switches to advance. Each level contains a fight with the Hulk's nemesis Abomination and ends with a fight against another villain. The end level boss fights are timed; the Hulk loses a life if time runs out, but the player can collect Time Coins over the course of the level to increase the time provided.

The Hulk has four states of being that influence the moves at his disposal: Hulk, Super-Hulk, "Hulk-Out," and his human alter-ego Bruce Banner. The Hulk's state is determined by his amount of Gamma, which doubles as his health. The Hulk begins the game in Super-Hulk mode, with his Gamma meter in the light green range. Sustaining enemy attacks reduces his Gamma, and he is reduced to a regular Hulk mode if his Gamma drops into the medium green range. Falling into the dark green range transforms the Hulk into Bruce Banner, who cannot sustain any enemy attacks without dying. Finding Gamma Capsules increases the Hulk's Gamma. Collecting a Mega Gamma Capsule fully fills the Hulk's Gamma meter, placing it into the white range and transforming him into his "Hulk-Out" form, where he has enhanced strength and speed. However, his meter slowly drains while it is in the white range, limiting the time that the Hulk can spend in Hulk-Out form.

The Hulk walks with Left and Right, crouches with Down, and jumps with B. He climbs ladders with Up and Down. He punches with A. He does a downward slap with Up+A and an uppercut with Down+A. The Hulk can use his strength to destroy some walls and objects such as crates that contain items. He can pick up items with C when standing over them. He can also pick up objects such as cars with C and throw them at enemies with A or set them down with C. In Super Hulk form, he gains the Sonic Clap ability, clapping his hands together and damaging enemies in front of him, with A+B+C, and the Foot Mash ability, smashing the ground and knocking enemies back, with DownUpDownA. In Hulk-Out form, he smashes the ground after landing from a high jump.

He grabs enemies in close proximity, which he can then headbutt with A, throw with B, or drop with C. In Super Hulk form, he can additionally throw enemies into the ceiling with UpB. In Hulk-Out form, he crushes enemies with A rather than headbutting them (unless moving), or he can piledrive them with A+B.

In his Banner form, his smaller size allows him to fit into smaller spaces than the Hulk and find hidden rooms. He can crawl in this form with Down-left and Down-right. Banner's only means of offense is finding laser guns, which only have two shots each. He fires with A. The Hulk can find Transformation Capsules, that allow him to transform into his Bruce Banner form without losing Gamma by pausing the game with  START  and pressing C. Banner transforms back into the Hulk after taking damage.

The game's difficulty setting can be adjusted in the options menu to Easy, Medium, or Arcade. There are three different endings depending on the difficulty level chosen.
