The Panther is a third-party light gun for the Sega Saturn and PlayStation. It has been released multiple times by different distributors often under different names, meaning it is also the Scorpion (スコーピオン) by Blaze, the Game Pistol by Fox, the Biohazard by Topway and the Thunder Gun by DVS. Some variants come with a foot pedal, while others expect you to buy this separately.
The Panther II also exists, but it is unknown whether this model differs outside of aesthetics. Some versions have battery compartments so they can be used wirelessly.
