Issei Tokuda (徳田 一生) is a Japanese video game animator/motion designer. He joined Sega AM2 as a game designer for Burning Rival, but as early as Virtua Cop 2 took on his role as motion designer. He mainly worked under Satoshi Mifune on the Virtua Striker series and Virtua NBA.

He left Sega prior to working on Capcom's Dino Crisis 3, released in 2003. By 2004, in Dragon Quest & Final Fantasy in Itadaki Street Special, he is confirmed to have joined the company Orbitallink, with future works include Killer7 and Valkyrie Profile 2: Silmeria. He moved to Digital Frontier prior to Metal Gear Solid 4: Guns of the Patriots in 2008
