So the Sonic Retro page for X-treme contains a list of developers who worked on the game, but no proper production credits or listed roles. HOWEVER, the information can still be found by searching a bit. So until we find actual production credits, here is the list from the Retro page:

- In Summar 1995, after Michael Kosaka leaves, the team consists of 1 concept artist, a designer, and two programmers.[1]
