Yoshifumi Ishihata (石畑 義文) is a programmer at Sega and was a section leader in R&D1[2]. His first projects at Sega were Decathlete and Cyber Troopers Virtual-On[4]. For the latter, he worked on the game's AI and replays. For the sequel Oratorio Tangram, he was involved with all things artwork, 2D and weapons, then he became the lead programmer of Force[5]. He is the namesake of the character Sgt. Hatter, who debuted in Cyber Troopers Virtual-On Marz[6].
