Hirotsugu Kobayashi (小林 宏次) is a former game designer and producer at Sega. He created various games for the Sega System 16 hardware, such as Alex Kidd: The Lost Stars, Passing Shot and M.V.P.. Kobayashi was most involved with creating sports games, leading to his role on the Sega Saturn under what became game developer CS1, producing sports series like Victory Goal, Greatest Nine and Pro Yakyuu Team o Tsukurou!.
