With the Mega Modem connected, this cartridge in the cartridge slot, and a ¥4,800 six months subscription[2], consumers could download and play select Mega Drive games exclusively available through the service.

The Sega Game Toshokan service started on 3 November 1990, with Putter Golf and Pyramid Magic Yokokuhen being the launch titles. More titles would be distributed between 1990 and 1992, including non-game software such as Sega Music Collection.
