Minoru Matsuura (松浦 稔) is a former artist at Sega, having worked on both 80's arcade games and 90's home console games.
According to a profile given in Saturn Fan[4], his confirmed works are (Arcade) OutRun, Alien Syndrome Galaxy Force I & II and Tetris, (Mega Drive) Ghostbusters, Advanced Daisenryaku[3], Bio-Hazard Battle, Virtua Racing and Virtua Racing Deluxe, (Saturn) Sega Rally Championship, Sega Rally Championship Plus and J.League Pro Soccer Club o Tsukurou! 2.
As one of the developers of Alien Syndrome, he has a boss named after him: Minnow, as evidenced by his later use of the name D.Minow in Forgotten Worlds.[2]
The last game he is credited for is Jet Set Radio. As his credit is removed in the international version, this likely means he left Sega shortly before its release on October 31, 2000.
