The Pro CDX by Datel (not to be confused with the CDX, otherwise known as the Sega Multi-Mega) is an accessory for the Sega Mega-CD which removes region locking. Though several similar devices exist for the console, the Pro CDX is perhaps the most common.

The Pro CDX is a Sega Mega Drive cartridge which needs to be inserted into the system before booting from a CD. As such this limits the use of the CD BackUp RAM Cart, and is not compatible with Flux or Wonder Library.
